About third-party software
To change skins - I certainly haven't used it, but if there's stats... I tell you, there are programs that help with drafts, and several professional CIS teams use them. The software helps to draft, shows winning percentages, combinations of heroes for, combinations of heroes against, and helps balance the draft. It's definitely there in professional Dota, and many teams use it. This is, of course, not a cheat, just additional statistics with the program's help.
In January, Team Empire declined an invitation for Dota 2 Champions League Season 7 due to changes in the roster. Previously, the team finished in last place in the Upper Division of the DPC: CIS Winter Season and dropped to the Lower Division.
